At 2:03 p.m., a message from the House of Representatives, delivered by Mr. Novotny, one of its reading clerks, announced that the House has passed the following joint resolution, without amendment: H.J. Res. 98. Joint resolution relating to the disapproval of the President's exercise of authority to increase the debt limit, as submitted under section 3101A of title 31, United States Code, on January 12, 2012. The message also announced the House has agreed to the following concurrent resolution, in which it requests the concurrence of the Senate: H. Con. Res. 96. Concurrent resolution providing for a joint session of Congress to receive a message from the President. The message further announced that pursuant to section 214(a) of the Help America Vote Act of 2002 (42 U.S.C. 15344), the Minority Leader appoints the following member on the part of the House of Representatives to the Election Assistance Commission Board of Advisors: Mr. Gregory T. Moore of Washington, DC.
