"Mr. President, I would like to take a moment to pay tribute to Major General Michael Dubie, the Adjutant General of the Vermont National Guard. Throughout his career, General Dubie has demonstrated selfless dedication and service to our State and our country. I was very pleased to learn that Vermont’s largest newspaper, the Burlington Free Press, recently named General Dubie the Vermonter of the Year. He certainly deserves the honor."

"I traveled around the State the day after Irene. It was hard to believe it was such a beautiful day. The Sun was shining. It looked like the nicest summer day you could imagine, except that as the Governor and I and General Dubie, the head of our National Guard, went by helicopter, we would go along and we would see a beautiful road, houses, farms, a river running along one side, everything peaceful, and we would go about a mile, and all of a sudden the river was on the wrong side of the road and hundreds of yards of road had disappeared, there were gaping holes 50-, 100-, 150-feet deep and businesses, houses, barns in the river, destroyed. These are places that have not changed for 100 years but did in this. I remember saying to the Governor: We will get the aid."

"The flash floods caused by the storm destroyed homes and farms, businesses, bridges, and roads. Roads and structures that have stood for over a century were wiped out in a matter of minutes. I helicoptered over Vermont with Governor Shumlin and General Dubie, the head of our Vermont National Guard, the day after our storm, and none of us could believe the things we were seeing. With the repair costs estimated to be over $100 million, our little State has been stretched to the limit."

"As I went around the state with our Governor and Vermont National Guard General Dubie the first couple of days after the storm hit, we went to these places by helicopter and I cannot tell you how much it tore at my heart to see the state, the birthplace to me, my parents, and grandparents. To see roads torn up, bridges that were there when my parents were children, washed away. Historic covered bridges, mills, barns, businesses just gone and what it has done to our farmers, it is hard, I cannot overstate it."
